you must search dwemer ruins for the schematics. 2 are in easy dwemer places without enemys 2 are deep down in dwemer halls.

you can buy a couple stars and spiders from Clagius Caro.

Known caveats

:( :( .... sadly it seems when shurikens are equipped from the favorites menu, they wont show up in your hands... but they still work otherwise...
equip from the normal inventory for now i guess...
